Members of the Qurultay formed the Mejlis of the Crimean Tatar people in 1991 – it is the executive organ of the Qurultay which, among other things, protects Crimean Tatars from the government (reference to 3.3). In addition to an all-Crimean Mejlis, there were 250 local mejlises, forming 22 regional mejlises. In 2016, Russia declared the Mejlis to be an extremist organisation, as its democratic autonomous structure is opposed to the colonial policy of centralisation in Russia.
